राजस्थान वन नीति 2023 (Rajasthan Forest Policy 2023): विश्व पर्यावरण दिवस (5 जून) पर हेमाराम चौधरी द्वारा राजस्थान वन नीति 2023 जारी की गई है जिसमें 20% वनारोपण का लक्ष्य है। वन मंत्री हेमाराम चौधरी ने कहा कि प्लास्टिक का पुन: उपयोग और रीसायकल करना जरूरी है। प्लास्टिक रोकने के लिए आमजन का सहयोग मिलना चाहिए, केवल प्रतिबंध लगाकर इसे नहीं रोका जा सकता। 

• राजस्थान सरकार द्वारा 8 फरवरी 2010 में अपनी पहली राज्य वन नीति घोषित की गई थी। 
• राजस्थान में सर्वप्रथम 1910 में जोधपुर रियासत द्वारा वनों के संरक्षण संबंधी कानून बनाया गया। 
• उसके बाद अलवर रियासत द्वारा 1935 में इस सम्बन्ध में कानून बनाया गया।

Rajasthan Sewerage and Waste Water Policy 2016: Rajasthan state approve Sewerage and Waste Water Policy 2016 on 2nd August 2016. Here is some of Highlights of Rajasthan Sewerage and Waste Water Policy 2016.

• Rajasthan is the first state in the country to bring Sewerage and Water Water Policy.
• The Policy has been prepared after having studied laws of 15 different places. It has been formulated keeping in view the requirements of the state in the next 30 years.
• Under the policy it has been ascertained that all houses in urban areas connected to the waste water sanitation system so that waste water does not flow on roads and sewerage water gets properly treated. 
• Policy includes an implementation plan which envisages achieving the service level benchmark with connecting all urban houses with waste water sanitation network in a time frame. For District headquarters, National Capital Region, NCR towns, heritage towns, cities having partial coverage and cities with water supply level more than 135 lpcd and cities with population above 1 lakh the time frame has been set for five years.
• Cities with population above 50 thousand and less than 1 lakh the time frame has been set for 10 years and cities with population below 50 thousand the time frame has been set for 15 years. 
• Provision has been made for sale of treated water and it was decided that treated waste water would be sold in a transparent manner.

Rajasthan State Forest Policy 2010

Rajasthan State Forest Policy 2010: Rajasthan Cabinet in February 2010 approved the State’s first ever Forest Policy along with new policies on livestock development and water. Forest Policy draft approved by the Cabinet contains an ambitious target to increase the forest cover in the desert State to 20% from the existing 9.5%, satellite imagery puts it at 7.1 per cent by carrying out massive afforestation programme under “Harit Rajasthan” scheme. The draft suggests making use of the funds from the National Rural Employment Guarantee Scheme to carry out tree plantation in the Indira Gandhi Canal areas and elsewhere where the forests can be re-generated.

Rajasthan State Forest Policy 2010 Highlights:

• Forest area of the state is only 9.56% of its total geographic area which is mainly confined to Aravallis and Vindhayan hill ranges of the Rajasthan.
• The per capita forest area is only 0.06ha, which is one of the lowest in the country.
• The basic objectives of state forest policy of rajasthan are as follows:
• Protecting, conserving and developing natural forest in rajasthan with active participation of local community.
• Increasing the productivity of forests through appropriate management interventions and use of modern technology to meet the needs of present as well as future generations.

Rajasthan first state to firm up private investments in affordable housing ; 4 MoUs signed

Rajasthan Government has taken lead in promoting affordable housing by signing four Memoranda of Understanding firming up an investment of Rs.5,400 cr. These four MoUs were a part of 27 MoUs signed entailing an investment of Rs.12,478 cr in housing and urban development projects in Jaipur today in the presence of Minister of Urban Development Shri M.Venkaiah Naidu and Chief Minister Smt.Vasundhara Raje Scindhia. These include 14 MoUs for promoting housing projects with an investment of Rs.9,273 cr. Tata Housing Development Company Ltd has committed to invest Rs.2,000 cr in affordable and mixed use township over an area of 10.12 hectares. Mahima Real Estate Private Ltd has signed MoU with the state government to invest Rs.1,700cr in affordable housing and group housing followed by National Building Construction Corporation (NBCC) and Wish Empire who have undertaken to invest Rs.500 cr each in Rajasthan.The 14 housing related investment projects are expected to provide employment to 26,650 persons. Total employment from the 27 MoUs signed today is expected to be 38,950. Other MoUs related to Medical and Health Care, Education, Industry and Tourism in different parts of Rajasthan.

Speaking on the occasion, Shri M.Venkaiah Naidu complimented Rajasthan for being in the forefront of implementing new urban sector initiatives. He said that the MoUs mobilizing investments in affordable housing will act as light house to others. Shri Naidu further said that Rajasthan was the first state to submit AMRUT action plan to the Ministry of Urban Development, first to identify 40 cities for taking up housing projects under Housing for All Mission in urban areas and the first state to ensure complete convergence in implementing Smart City Mission, Atal Mission (AMRUT), Heritage Mission and Housing Mission. Shri Naidu noted that there is a new churning and new beginning by urban local bodies and the States since the launch of Smart City Mission and a new enthusiasm to address the challenges of urbanization in the country. The Minister said that recasting of country’s urban landscape is a challenging task given the inadequacy of basic infrastructure in urban areas which also offered immense investment opportunities. The Minister gave details of the benchmarks and actual availability in respect of basic services pointing out gaps in the range of 31% in respect of toilets and to a high of 96% in case of reuse and recycling of urban waste.

State Cabinet in its meeting on Tuesday gave approval to Rajasthan Startup Policy – 2015 and New Policies for MSMEs and Bio-Technology. Decision was taken to start ‘Mukhyamantri Jal Swavlamban Abhiyan’ from 13 December, 2015. The Cabinet Meeting was presided over by Chief Minister Smt. Vasundhara Raje. Talking to media persons after the meeting Social Justic & Empowerment Minister Shri Arun Chaturvedi informed that the new Rajasthan Startup Policy- 2015 has been prepared to promote students and institutional incubation centres having innovative ideas. Target has been set to establish 50 incubator organizations in next five years, to incubate 500 new startups, raising fund of Rs. 500 crore through angel and venture capital and development of one lakh square feet incubation space and to develop innovation based culture in the state.
Shri Chaturvedi informed that the new policy for Micro, Small & Medium Enterprises-2015 has many provision including facilitation centres to establish new industries, MSME clusters, Khadi, handloom and handicraft development, cheaper loan, assistance for startups to new entrepreneurs, to provide marketing to products, quality improvement and for rehabilitation of sick industries. The cabinet also cleared Rajasthan Sick Micro & Small Enterprises (Revival and Rehabilitation) Scheme, 2015. The new scheme has been brought for those sick Micro & Small Industries which have been given revival package. Provision has been made for various concessions for public and enterprises.

CM unveils ‘Affordable Housing’ and ‘Allotment Of Land’ Policies

Chief Minister Smt. Vasundhara Raje unveiled two important policies pertaining to affordable housing and allotment of land for different purposes in urban areas at the Secretariat in Jaipur on Saturday. The Chief Minister said that these policies would be new milestones in the journey of policy reforms. Both the policies would go a long way in ensuring affordable housing and making simple and easy allotment of land for different purposes in urban areas. She said that with the increasing prices of land and building materials, it was indeed a challenge to provide housing to thousands of urban poor in various cities at reasonable and affordable rates. She said that the government had reshaped the earlier policy for affordable housing which was launched in 2009. In the new policy incentives had been offered for developers in such a way that they get motivated to construct EWS and LIG houses on both, private as well as government land.
Smt. Raje said that the new policy would also motivate government agencies to take up construction of affordable houses. For smooth implementation of the policy a committee had been set up under the chairmanship of Urban Development Minister. She invited various bodies of the real estate developers to participate in the forthcoming Resurgent Rajasthan Partnership Summit scheduled to be held in Jaipur in November. She said that global investors summit had galvanized the government into taking fast and effective steps and action in various sectors. The housing sector, she said, was our key focus area – both from the perspective of inviting investment and providing employment.
On the policy for allotment of land in urban areas, the CM said that with this the process of allotment of land in urban areas would become faster and smoother for investors. The procedures and norms of allotment for various purposes had been included in the policy, which make it transparent. Clear and simple procedures were specified in the policy, she added. The policy took in account land allotment for charitable and social institutions, industrial and public utilities, premier institutions, political parties and government departments, she said.
Urban Development Minister Shri Rajpal Singh Shekhawat said that although the procedure for land allotment had been made easier, yet the government aimed to keep a strict check on proper use of allotted land. To expedite process of construction, developers would be facilitated with fast track approvals. He further said that the land allotment policy and related details would be available in public domain.
Prior to this, Additional Chief Secretary, Urban Development & Housing, Shri Ashok Jain gave a presentation outlining the salient features of both the policies. He explained various provisions for residential schemes, proposed industrial areas, development of affordable housing by private developers on private land, development of EWS/LIG flats by private developers on whole of private or government land. The Chief Minister also interacted with the representatives of real estate bodies, including CREDAI, as well as bankers. Several members of the State Cabinet, Public representatives and seniors officers were present on the occasion.

Rajasthan Interim budget 2014-15 Highlights, Full Budget: Rajasthan Interim Budget 2014-2015 was presented by the Chief Minister of Rajasthan Hon. Vasundhra Raje in the Assembly of Rajasthan. She present 1st Financial budget of Rajasthan after formation of New Government in December 2013. Rajasthan Chief Minister Vasundhara Raje on Thursday presented an interim budget without any new tax or relief for the first quarter of fiscal year 2014-15, while laying emphasis on controlling the revenue and fiscal deficits estimated at Rs.2,505 crore and Rs.18,301 crore respectively. Ms. Raje, who also holds the Finance portfolio, said in her budget speech in the Assembly that the fiscal deficit was likely to be 3.56 per cent of the Gross State Domestic Product (GSDP) of Rs.5,13,688 crore, which was beyond the ceiling of 3 per cent laid down by the Fiscal Responsibility and Budget Management (FRBM) Act. “The total expenditure during 2014-15 has been estimated at Rs.1,12,955 crore. Against the revenue expenditure of Rs.90,752 crore, the revenue receipts will be Rs.91,483 crore. We are committed to bringing the fiscal deficit to less than 3 per cent of the GSDP,” she said. Ms. Raje later told journalists that the government would continue work on the oil refinery project in Barmer district and the Jaipur Metro Rail Project, started by the Ashok Gehlot regime, with revised budgetary allocations.

Right To Hearing Act 2012, Rajasthan

Rajasthan became the first state in the country to implement the 'Right To Hearing Act 2012', which ensures time-bound hearing and disposal of complaints related to governance. Rajasthan is the first state in the country to introduce such an Act and we would like to ensure that everybody knows about the details of the Act," Chief Minister Ashok Gehlot said at a news conference in his office here. "The government is working on a theme to provide sensitive, transparent and responsible governance and the 'Right to Hearing act' is another step in this direction," he said. Gehlot said that under the Act, right of hearing will be provided to people on complaint filed related to governance within stipulated time limits. "Provision of penalty from Rs 500 to 5,000 has been made in the Act," he said.

The Guaranteed Delivery of Public Services Act at present is covering 153 services of 18 departments and 56,33,400 cases out of total 57,06,785 have been disposed off so far, he said. Gehlot also called upon social activists and NGOs to spread awareness about the issue so that maximum people can take advantage of the Act. He expressed hope that the new Act would help in reducing number of public grievances at levels of the chief minister and ministers.

Rajasthan Mineral Policy 2011 announced

Rajasthan government today announced the state Mineral Policy-2011 to promote value addition in minerals and generate employment while maintaining balance with environment considerations. Announcing the policy after a state cabinet meeting here, Chief Minister Ashok Gehlot said that the last Mineral Policy was implemented 17 years back hence it was necessary to bring a new policy to promote scientific mining and meet the challenges in the sector. "We have prepared the policy keeping environment balancing and corruption in consideration. We want to promote transparency, so several provisions in regard to different process have been made in the policy which would help in curbing corrupt practices," Gehlot told reporters. "Balancing the considerations of environment while mining is a major issue and one of the objectives of the policy is to exploitation of minerals while balancing the environment considerations," he said. In case of mining minerals, a system of disposal through auction will be adopted.
Certain plots will be reserved for societies of unemployed youths belonging to SC, SC, OBC and Special Backward Class categories, unemployed mining engineers dependent of defense martrys. Gehlot informed that the initial term of minor mineral leases will be increased from 20 to 30 years and the total period including renewal will be increased from 60 to 90 years and 26 per cent of profit from new leases in tribal areas will have to be spent on welfare of the tribal areas. "Special efforts will also be made to check illegal mining and the provisions to deal with the offenders will be made more stringent. The viligance wing of the mines department will be strengthened and mineral check posts will be modernise," Gehlot said. He said that no mining activity will be allowed within the notified boundaries of wild life sanctuaries and national parks. When the notification about eco-sensitive zone is issued by the forest department, the mining will be regulated according to the provisions contained in the notification. The mine owner shall be made liable for compulsory maintenance of medical and life insurance policy for each worker and mine safety standards will be strictly enforced, the CM added.
