* Prime Minister Manmohan Singh left Frankfurt on Tuesday after an overnight halt while returning home after concluding his visit to the US. Dr. Singh was in America where he held talks with US President Barack Obama and met his Pakistani counterpart Nawaz Sharif for the first time, besides addressing the UN General Assembly. The Prime Minister reached Washington on September 26 and held talks with Obama the next day during which they decided to expand ties in various areas including defense, energy and trade. "We believe that if there's a strong India, that's good for the world, and it's ultimately good for the US," Obama had said in a joint appearance with Dr. Singh.
* Rajya Sabha member and Congress leader, Rasheed Masood, was sentenced to four years in jail by a Delhi court in a corruption case, becoming the first MP to lose his seat after a recent Supreme Court judgement had removed the immunity for convicted lawmakers.
* Union Home Minister Sushilkumar Shinde on Monday directed all states to ensure that no innocent Muslim youth is wrongfully detained in the name of terror. Shinde's directive in a letter to the Chief Ministers was condemned by the Opposition as "votebank politics" with BJP alleging it was done keeping the upcoming Lok Sabha elections in mind.

Right to Reject all Candidates, 2013
Supreme Court on 27th September 2013 gave the citizens of India the right to reject all candidates in elections. The judgement will be implemented immediately, and the "none of the above" option will be included in EVMs and ballot papers to be used in the upcoming state Assembly Elections later this year. The Conduct of Election Rules, 1961, already gives Indians the right to not vote for any candidate, through Section 49 (O). Under this section, used by a minuscule number of well-informed voters, voters can have their finger inked, then tell the presiding officer that he/she does not wish to vote for any of the candidates and this is then recorded in a register. This implies that a voter declares openly that he is rejecting the candidates. The SC decision provides to citizens the right to a secret ballot even while exercising his right to reject all the candidates.
"Democracy is all about choices and voters will be empowered by this right of negative voting," a bench headed by Chief Justice P Sathasivam said in its order on Friday. The judges said that this "would lead to a systemic change in polls and political parties will be forced to project clean candidates". Negative voting is prevalent in 13 countries and even in India, MPs are given the option of abstaining while voting in the parliament, the court said.

India to build world's largest solar power plant in Rajasthan
India to build World's Largest 'Ultra- Mega Green Solar Power Project' near Sambhar Lake, 75 km from Jaipur in Rajasthan which will generate 4,000 MW from sunlight. The power plant, which will spread across
23,000 acres of land, will be world's largest solar energy project when
completed. Minister of Heavy Industries and Public Enterprises (MHIPE) Praful Patel had asked the state department to initiate the process of setting up the 'Sambhar Ultra -Mega Green Solar Power Project' near the lake. On Friday, MHIPE announced that the total capacity of the power plant, when completed, will cross 4000 MW. "When the project is fully commissioned, it will generate 6000 million units of power per annum. The project will supply power to the distribution companies of various States through the National Grid," the ministry said.
Transmission utility Power Grid will develop the project, with estimated investment of R30,000 crore in partnership with BHEL, Satluj Jal Vidyut Nigam, Hindustan Salt and Solar Energy Corporation, sources close to the development told FE. The land will come from over 20,000 acres in possession of Hindustan Salt near the Sambhar lake, which is India’s largest saline lake and source of most of Rajasthan’s salt. Most of this land is unused and uninhabitable and considered ideal for solar projects as the area also gets good intensity sunlight throughout the year. The project is part of Jawaharlal Nehru National Solar Mission which was launched by Prime Minister Manmohan Singh in 2010. The mission has an ambitious target of deploying 20,000 MW of grid connected solar power by 2022.
