President appoints 5 Governors, Kalraj Mishra to be Rajasthan Governor, Tamilisai Soundarajan appointed Telangana Governor, Bandaru Dttatreya to be Governor Himachal Pradesh, Bhagat Singh Koshiyari and Arif Mohammad Khan  also appointed kerala Governor. Five new governors have been appointed on Sunday.

Arif Mohammed Khan has been appointed as Governor of Kerala, Kalraj Mishra will be  the Governor of Rajasthan. Bandaru Dattatreya has been appointed as Governor of Himachal Pradesh while Bhagat Singh Koshyari appointed as Governor of Maharashtra. Tamilisai Soundararajan has been appointed as Governor of Telangana. New RPSC Chairman is Deepak Upreti

Senior IAS officer Deepak Upreti has been appointed new chairman of Rajasthan Public Service Commission (RPSC) on 21st July 2018. The post was lying vacant  for over two and a half months as the tenure of Dr Radheshyam Garg ended on May 1.

Upreti, the 1986-batch IAS officer was a transport commissioner. He had also served as principal secretary in mines and petroleum department, cooperative department and medical and health department. He had been divisional commissioner of Ajmer and commissioner in commercial sales taxes department. At present, he was posted as additional chief secretary (ACS), home guards, Jail and chief vigilance commissioner.

DB Gupta is Rajasthan's New Chief Secretary

Senior IAS officer DB Gupta was appointed as the new chief secretary of Rajasthan. Gupta replaces N C Goel, who completed four months as the chief secretary on 30th April 2018. A 1983-batch officer, Gupta was serving as the additional chief secretary, finance, excise and taxation department. He will also hold the post of chairman, Rajasthan State Mines and Minerals Ltd, Udaipur, till further orders.

Gupta, who hails from Jaipur, has been holding the post of additional chief secretary (finance, excise and taxation). Popularly known as 'DB' among bureaucratic circles, the soft-spoken seasoned bureaucrat hails from Jaipur and has an MA in Economics and MBA to boot. During his career spread over 35 years he handled many important positions, including commissioner, JDA; principal secretary, UDH, agriculture; additional chief secretary, PWD, energy, infrastructure, etc.

RPSC New chairman is Radheshyam Garg

Radhe Shyam Garg has been appointed new chairman of Rajasthan Public Service Commission (RPSC). The Rajasthan governor office announced Dr Garg’s appointment late on Friday. The post had been lying vacant for the past more two months after the former chairman Shyam Sundar Sharma retired in September. Chairman’s post is a constitutional one with the governor appointing the head. The term of the chairman and members is that of six years or 62 years of age, whichever is earlier. Garg will complete 62 in May, 2018. This means, he will serve the post for only six months. Former chairman, Shyam Sundar Sharma held the post for less than three months before retiring on September 28. He had replaced IAS officer Lalit K Panwar who held the post for nearly two years.

Garg, a native of Dholpur, has been associated with Rashtriya Swayamsevak Sangh (RSS) and had been an office bearer for RSS’s Dholpur branch. RPSC, the body entrusted with the task of recruiting government employees was without a head after its chairman Shyam Sunder Sharma retired on September 28. The commission is an eight-member body, including the chairman. The chief minister Vasundhara Raje on December 13 had made announcement of 1.4 lakh government jobs under direct recruitment. A lion share of the recruitment will be done by the RPSC. Also, it now has to manage exams of more youth in coming days as applicants number is likely to grow in the wake of the government’s decision to increase age cap to 40 from 35 for youth taking competitive exams.

Rajasthan passes state GST bill 2017

Rajasthan Assembly on 26th April passed the Goods and Services tax (GST) bill 2017. A special session of the assembly had been called for the bill and on concluding day of the session the bill was passed with voice vote. Rajasthan thus becomes the third state after Telengana and Bihar to pass the bill.  "Complications of taxation are a tax in itself, thus through this bill the complexities or Tax system are being simplified" said industries minister of Rajasthan Rajpal Singh Shekhawat while presenting the bill at Rajasthan Assembly. "The difference in taxation in different states creates parallel economy within one economy of country, this also creates uncertainty. The GST will help bring uniformity and clarity in taxation and help the country and state to progress" he said. 

About GST and Rajasthan State GST Bill 2017: 

1. Rajasthan assembly passed the state Goods and Services Tax Bill 2017 by voice vote on 26th April 2017. 
2. Rajasthan becoming the third state after Telangana and Bihar to adopt the tax reform measure.
3. The minister also informed the house that till date 4 lakh 24 thousand tax payers of the state have migrated to the GST system and the district level and state level committees have already held meeting for the purpose.
4. 122nd Amendment Bill of the Constitution of India, officially known as The Constitution (One Hundred and First Amendment) Act, 2016, introduced a national Goods and Services Tax in India from 1 July 2017.
5. GST is a Value added Tax (VAT) is proposed to be a comprehensive indirect tax levy on manufacture, sale and consumption of goods as well as services at the national level. It will replace all indirect taxes levied on goods and services by the Indian Central and state governments. 
6. India is adopting a dual GST, wherein the Central GST will be called CGST and state SGST. The main road block is the coordination among states.
7. Centre and states have to come to a consensus on uniform GST rates, inter-state transaction of goods and services, administrative efficiency and infrastructural preparedness to implement the new tax reform. 
8. GST will do away with Gordian knot of multiple tax-rates which is a burden on the common man.
9. An empowered committee was set up by the Atal Bihari Vajpayee administration in 2000 to streamline the GST model to be adopted and to develop the required back-end infrastructure that would be needed for its implementation.
10. P. Chidambaram, the then Finance Minister, announced the target date for implementation of GST to be 1 April 2010 and formed another empowered committee of State Finance Ministers to design the road map. The committee submitted its report to the government in April 2008 and released its First Discussion Paper on GST in India in 2009.

CM unveils ‘Affordable Housing’ and ‘Allotment Of Land’ Policies

Chief Minister Smt. Vasundhara Raje unveiled two important policies pertaining to affordable housing and allotment of land for different purposes in urban areas at the Secretariat in Jaipur on Saturday. The Chief Minister said that these policies would be new milestones in the journey of policy reforms. Both the policies would go a long way in ensuring affordable housing and making simple and easy allotment of land for different purposes in urban areas. She said that with the increasing prices of land and building materials, it was indeed a challenge to provide housing to thousands of urban poor in various cities at reasonable and affordable rates. She said that the government had reshaped the earlier policy for affordable housing which was launched in 2009. In the new policy incentives had been offered for developers in such a way that they get motivated to construct EWS and LIG houses on both, private as well as government land.
Smt. Raje said that the new policy would also motivate government agencies to take up construction of affordable houses. For smooth implementation of the policy a committee had been set up under the chairmanship of Urban Development Minister. She invited various bodies of the real estate developers to participate in the forthcoming Resurgent Rajasthan Partnership Summit scheduled to be held in Jaipur in November. She said that global investors summit had galvanized the government into taking fast and effective steps and action in various sectors. The housing sector, she said, was our key focus area – both from the perspective of inviting investment and providing employment.
On the policy for allotment of land in urban areas, the CM said that with this the process of allotment of land in urban areas would become faster and smoother for investors. The procedures and norms of allotment for various purposes had been included in the policy, which make it transparent. Clear and simple procedures were specified in the policy, she added. The policy took in account land allotment for charitable and social institutions, industrial and public utilities, premier institutions, political parties and government departments, she said.
Urban Development Minister Shri Rajpal Singh Shekhawat said that although the procedure for land allotment had been made easier, yet the government aimed to keep a strict check on proper use of allotted land. To expedite process of construction, developers would be facilitated with fast track approvals. He further said that the land allotment policy and related details would be available in public domain.
Prior to this, Additional Chief Secretary, Urban Development & Housing, Shri Ashok Jain gave a presentation outlining the salient features of both the policies. He explained various provisions for residential schemes, proposed industrial areas, development of affordable housing by private developers on private land, development of EWS/LIG flats by private developers on whole of private or government land. The Chief Minister also interacted with the representatives of real estate bodies, including CREDAI, as well as bankers. Several members of the State Cabinet, Public representatives and seniors officers were present on the occasion.

Rajasthan Interim Budget 2014-15

Rajasthan Interim budget 2014-15 Highlights, Full Budget: Rajasthan Interim Budget 2014-2015 was presented by the Chief Minister of Rajasthan Hon. Vasundhra Raje in the Assembly of Rajasthan. She present 1st Financial budget of Rajasthan after formation of New Government in December 2013. Rajasthan Chief Minister Vasundhara Raje on Thursday presented an interim budget without any new tax or relief for the first quarter of fiscal year 2014-15, while laying emphasis on controlling the revenue and fiscal deficits estimated at Rs.2,505 crore and Rs.18,301 crore respectively. Ms. Raje, who also holds the Finance portfolio, said in her budget speech in the Assembly that the fiscal deficit was likely to be 3.56 per cent of the Gross State Domestic Product (GSDP) of Rs.5,13,688 crore, which was beyond the ceiling of 3 per cent laid down by the Fiscal Responsibility and Budget Management (FRBM) Act. “The total expenditure during 2014-15 has been estimated at Rs.1,12,955 crore. Against the revenue expenditure of Rs.90,752 crore, the revenue receipts will be Rs.91,483 crore. We are committed to bringing the fiscal deficit to less than 3 per cent of the GSDP,” she said. Ms. Raje later told journalists that the government would continue work on the oil refinery project in Barmer district and the Jaipur Metro Rail Project, started by the Ashok Gehlot regime, with revised budgetary allocations.

Padma Awards 2014 Winners List: Padma Awards 2014 is announced today, 25th January 2014. Padma Bhushan Awards 2014 Winners List: Padma Awards 2014 is announced today, 25th January 2014. Vijaydan Detha dies

Rajasthani Writer Vijaydan Detha passes away. Rajasthani writer Vijaydan Detha, who gave a modern touch and identity to folk tales of the colourful desert state, died in Borunda village today following a cardiac arrest. Detha, 87, is survived by three sons and a daughter. "He fondly documented them and converted them into the form of stories", said Vinod Vithall, a close associate. Vijaydan Detha ( 01 September 1926-10 November 2013) also known as Bijji was a noted writer from Rajasthan and a recipient of Padma Shri award. He was also recipient of several other awards such as Sahitya Akademi Award and Sahitya Chudamani Award. He has more than 800 short stories which are translated into English and other languages. He was co-founder of Rupayan Sansthan with late Komal Kothari, an institute that documents Rajasthani folk-lore, arts and music. His literary works include Bataan ri Phulwari (garden of tales), a fourteen volume collection of stories that draws on folk-lore and spoken dialects of Rajasthan. His stories and novels have been adapted for many plays and movies including Habib Tanvir's Charandas Chor'Prakash Jha's "Parinati" and Amol Palekar’s Paheli. 'Paheli', a movie based on his story "Duvidha", was the last film based on his works.

Rajasthan Ratna Award 2013: Government awarded 7 persons for Rajasthan Ratna Award 2013 today Jawahar Kala Kendra, Jaipur. Rajasthan Ratna Award 2013 Winners:

1. Dr D R Mehta (social service): Dr. D R Mehta, founder and chief patron of the organization that popularized the Jaipur Foot gets Rajasthan Ratna Awards 2013. D.R. Mehta (born June 25, 1937) is a former chairman of Securities and Exchange Board of India. He is a founder and chief patron of Bhagwan Mahaveer Viklang Sahayata Samiti (BMVSS), the world's largest organization for the handicapped in terms of free fitment of artificial limbs/calipers etc.

2. Jasdev Singh (commentary): Jasdev Singh is an Indian sports commentator. He was awarded Padma Shri in 1985 and Padma Bhushan in 2008. He has also been official commentator on Independence Day, and Republic Day parade broadcasts since 1963 for state run media, Doordarshan and also All India Radio.

3. Pandit Ramnarayan (Sarangi player): Pandit Ram Narayan, is an Indian musician who popularised the bowed instrument sarangi as a solo concert instrument in Hindustani classical music and became the first internationally successful sarangi player. Narayan was born in Udaipur and learned to play the sarangi at an early age.

4. Nagendra Singh (law): He served on the United Nations International Law Commission from 1967 to 1972. He was appointed representative in UNO assembly in 1966, 1969, 1975. He was also elected secretary in international bar association, and served as Chief Election Commissioner of India. He was a recipient of the Padma Vibhushan from the Government of India in 1973.

5. Kailash Sankhla (environment protection): Kailash Sankhala (1925–1994) was a renowned naturalist and conservationist of India. He was the director of Delhi Zoological Park and Chief Wildlife Warden of Rajasthan. Born on 30 January 1925 he is best known for his work in preserving tigers.

6. Hasrat Jaipuri (Art and Culture): Hasrat Jaipuri (April 15, 1922 – September 17, 1999) was a Hindi and Urdu poet and film lyricist in Hindi films. Jaipuri was born in Jaipur, where he studied English till medium level, and then acquired his taalim in Urdu and Persian from his paternal grandfather, Fida Husain.

7. Gavri Devi (Maand singer): Gavri Devi (14th April1920-29th June1988) was one of the most successful, disserving singer of mand style of singing from Rajasthan. When India organised the Indian Festival in Moscow (Russia) she gave her special performance their.

Food Security Bill Highlights 2013

Food Security Bill passed in Lok Sabha today after minor amendment from UPA. The amendments moved by MPs Gurudas Das Gupta and Sampath were defeated. Samajwadi Party chief Mulayam Singh Yadav contended that the bill was being brought with an eye on elections and said it should be kept in abeyance till Chief Ministers are consulted as it would put additional burden on states. The ambitious bill was adopted by the House through a voice vote after a combined discussion on the measure and a statutory resolution seeking to disapprove the ordinance promulgated on July 5. Over 300 amendments moved by the opposition were rejected. The bill is a pet welfare legislation of Congress president Sonia Gandhi, who was taken ill during the eight hours long debate and was rushed to the All India Institute of Medical Sciences (AIIMS) here for observation. The bill, a part of the Congress election manifesto of 2009, is widely expected to be a game-changer for the ruling party as it prepares for the 2014 general election. 
Food Security Bill, 2013 Highlights:
Coverage of two thirds population to get highly susidized foodgrains
Upto 75% of the rural population and upto 50% of the urban population will have uniform entitlement of 5 kg foodgrains per month at highly subsidized prices of Rs. 3, Rs. 2, Rs. 1 per kg. for rice, wheat, coarse grains respectively . It will entitle about two thirds of our 1.2 billion population to subsidised foodgrains under the Targeted Public Distribution System (TPDS.
Poorest of the poor continue to get 35 kg per householdThe poorest of poor households would continue to receive 35 Kg foodgrains per household per month under Antyodaya  Anna Yajna  at subsidized prices of Rs 3, Rs 2 and Rs 1. It is also proposed to protect the existing allocation of foodgrains to the States/Uts, subject to it being restricted to average annual offtake during last three years. Children aged six months to 14 years would get take-home ration or hot cooked food.
Eligible households to be identified by the StatesCorresponding to the coverage of 75% rural and 50 % of urban population at all India level, State wise coverage will be determined by the Central Government. The work of identification of eligible households is left to the States/UTs, which may frame their own criteria or use Social Economic and Caste Census data, if they so desire.
Women Empowerment-- Eldest women will be Head of the householdEldest woman of eighteen years of age or above will be head of the household for issue of ration card, and if not available, the eldest male member is to be the head of the household.
Grievance redressal mechanism at district levelThere will be state and district level redressal mechanism with designated officers.  The States will be allowed to use the existing machinery for District Grievance Redressal Officer (DGRO), State Food Commission, if they so desire, to save expenditure on establishment of new redressal set up. Redressal mechanism may also include call centers, helpline etc.
Social audits and vigilance committees to ensure transparency and accountabilityProvisions have also been made for disclosure of records relating to PDS, social audits and setting up of Vigilance Committees in order to ensure transparency and accountability. The central government also would provide money to states and union territories if it runs low on grain.
Penalty for non complianceThe Bill provides for penalty to be imposed on public servants or authority, if found guilty of failing to comply with the relief recommended by the District Grievance Redressal Officer (DGRO).
ExpenditureAt the proposed coverage of entitlement, total estimated annual foodgrains requirement is 612.3 lakh tons and corresponding estimated food subsidy for 2013-14 costs is about  Rs.1,24,724 crore.

Six Rajasthan forts in World Heritage List

The 'Hill Forts of Rajasthan', six forts located on the rocky terrains of the Aravali mountains, made it to the World Heritage Sites list of UNESCO. The hill forts are Amber, Chittorgarh, Gangron, Jaisalmer, Kumbhalgarh and Ranthambore. Rajasthan's Tourism, Art and Culture Minister Bina Kak said: "The selection of these forts is a reflection of our work done in the past. We stand by our commitment towards conservation and protection of our rich cultural heritage, of which we are immensely proud." The minister added that the hill forts were approved in the 37th meeting of the World Heritage Committee in Pnom Penh, Cambodia, June 21. The selection of these forts as a serial cultural property is the first of its kind ever by the Unesco, she said. Kak added that the six forts will receive enhanced international recognition like the Jantar Mantar in Jaipur after it was selected for the World Heritage List in 2010. 

The selection will also pave the way for other monuments to be nominated for being included in the World Heritage List. Built between 18th and 19th centuries, the forts are excellent example of Rajput military hill architecture, which are found in palaces, temples, memorials and even in villages. Several missions of International Council on Monuments and Sites (ICOMOS), an advisory body to the Unesco, have been visiting Rajasthan since 2011 and discussed the nomination with the state archaeology department, Archaeological Survey of India and the Indian Advisory Committee on the World Heritage under the union ministry of culture.
