कालीतीर लिफ्ट परियोजना, धौलपुर | Kaliteer Lift Scheme, Dholpur Map

राजस्थान के मुख्यमंत्री अशोक गहलोत ने 6 जून 2023 को कालीतीर लिफ्ट परियोजना का शिलान्यास एवं सिलावट एनीकट परियोजना का लोकार्पण कर धौलपुर जिले के लोगों को सौगातें दी। श्री गहलोत ने मुख्यमंत्री निवास से वीसी के जरिए शिलान्यास एवं लोकार्पण कर ये सौगातें दीं। इस अवसर पर आयोजित समारोह में उन्होंने कहा कि इन परियोजनाओं से धौलपुर जिले में जलस्तर में वृद्धि होगी। किसानों को सिंचाई के लिए लम्बे समय तक पर्याप्त जल मिलेगा, जिससे वे वर्षभर खेती कर सकेंगे और उनकी आय भी बढ़ेगी।

बसेड़ी विधानसभा की सरमथुरा तहसील में कालीतीर लिफ्ट परियोजना के निर्माण में 643 करोड़ रुपए व्यय होंगे। चम्बल नदी में वर्षाकाल के दौरान अत्यधिक जल को लगभग 180 मीटर लिफ्ट कर पार्वती बांध और रामसागर बांध को हर वर्ष पूरी क्षमता तक भरा जाएगा। इससे कमांड क्षेत्र में सिंचाई की सुविधा सुनिश्चित हो सकेगी। इन बांधों के भरने से जिले की जीवनदायनी बामनी, पार्वती और उटंगन नदियों में हमेशा जल उपलब्ध रहेगा। इससे बसेड़ी विधानसभा क्षेत्र के 3, बाड़ी के 4, धौलपुर के 1 और राजाखेड़ा के 10 एनीकट में जलभराव संभव होगा।  इस परियोजना से धौलपुर जिले के 3 शहरी और 433 ग्रामीण क्षेत्रों के लिए आवश्यक पेयजल भी उपलब्ध हो सकेगा। जिले का भूजल स्तर बढ़ने से किसानों को सिंचाई के लिए और आमजन व पशुओं के लिए पीने का पानी भी आसानी से सुलभ हो सकेगा। 



अम्बेडकर संबल योजना

अम्बेडकर संबल योजना: मुख्यमंत्री श्रीमती वसुन्धरा राजे ने भारत रत्न बाबा साहब डा. भीमराव अम्बेडकर की 125वीं जयन्ती के अवसर पर दलित समाज को आर्थिक एवं सामाजिक रूप से सशक्त बनाने के उद्देश्य से अम्बेडकर सम्बल योजना शुरू करने की घोषणा की। उन्होंने कहा कि मूंडला ग्राम स्थित अम्बेडकर पीठ को सेंटर आफ एक्सीलेंस के रूप में विकसित किया जायेगा। अम्बेडकर सम्बल योजना के तहत दलित युवाओं को कौशल, आजीविका, नवाचार, उद्यमिता एवं उच्च शिक्षा के क्षेत्र में प्रोत्साहन देने के लिए कार्य शुरू किए जायेंगेः-

  • अम्बेडकर कौशल प्रशिक्षण केन्द्रः- अम्बेडकर पीठ परिसर में आरएसएलडीसी के माध्यम से स्थापना। इसमें दलित छात्रों को विषेष प्राथमिकता दी जाएगी। इस केन्द्र के संचालन पर प्रति वर्ष लगभग 1 करोड़ रुपये खर्च किये जायेंगे। शुरूआत में अकाउन्टिंग एवं फूड एण्ड बेवरेज सेवाओं के कोर्स संचालित किये जायेंगे। 
  • अम्बेडकर स्टार्टअप योजनाः- दलित युवाओं को सूचना प्रौद्योगिकी तथा नई तकनीक एवं नवाचार आधारित उद्यमिता में प्रोत्साहित किया जायेगा। प्रथम चरण में 100 स्टार्टअप शामिल किये जायेंगे।
  • अम्बेडकर फैलोशिप योजनाः- राज्य के प्रतिभावान दलित छात्रों को पीएचडी स्तर पर अध्ययन एवं अनुसंधान के लिए आर्थिक सहायता देने के उद्देश्य से समाज शास्त्र, लोक प्रशासन, विधि, अर्थशास्त्र, राजनीति शास्त्र एवं दर्षन शास्त्र विषयों में फैलोशिप। प्रथम चरण में प्रति वर्ष कुल 6 छात्रों को लाभ।
  • अम्बेडकर इलेक्ट्रोनिक इन्फार्मेशन लाइब्रेरी नेटवर्कः- अम्बेडकर पीठ में अध्ययन करने वाले विद्यार्थियों को नवीनतम अध्ययन सामग्री के संग्रहण वाले एक आधुनिक पुस्तकालय की निःशुल्क सुविधा उपलब्ध हो सकेगी।
  • अम्बेडकर अंतर्राष्ट्रीय छात्रवृति योजनाः- अनुसूचित जाति के प्रतिभावान विद्यार्थियों को विदेश के प्रतिष्ठित विश्वविद्यालयों में अपने स्तर पर पीएचडी में प्रवेश लेने पर राज्य सरकार द्वारा प्रति वर्ष पांच शोधकर्ताओं को प्रति छात्र 25 लाख रुपये तक की सहायता। 
  • डा. बी. आर. अम्बेडकर शोध चेयरः- बाबा साहब के विचारों पर शोध के लिए कोटा विश्वविद्यालय में डा. बी. आर. अम्बेडकर शोध चेयर की स्थापना।

Rajasthan Budget 2016-17 Highlights (राजस्थान बजट) : Rajasthan Chief Minister (CM) Vasundhara Raje to present her 3rd annual Budget for year 2016-17 with a plan size of Rs 99,693 crore and fiscal deficit of 5.62 per cent.  The budget, which includes the impact of UDAY (Ujwal Discom Assurance Yojna) scheme, projected a fiscal deficit of Rs 43,147 crore, or 5.62 per cent of GSDP.  In her budget speech, Raje announced VAT exemptions for solar torches, biomass stoves, kerosene lamps, hurricane lanterns, kerosene wick stoves, kerosene pressure stoves, sugarcane, sattu, marble articles costing up to Rs 1,000, sewing needles, safety matches and camphor, among others.  Items made by prisoners in jails were also exempted from VAT, while it was reduced from 5.5 per cent to 2 per cent on all types of yarn.  She also kept DLC rates of agriculture, residential and commercial lands unchanged for the next financial year.  The revenue deficit in 2015-16 was Rs 5,231 crore because of reduction in revenue due to fall in the rates of crude oil, drop in the state's share in central taxes and increase in subsidy given to power companies.  Rajasthan GK Apphttp://tinyurl.com/rajasthangk

Highlights of Rajasthan Budget 2016-17:


1. Fiscal Indicators
  • Estimated Revenue Surplus/Deficit for 2016-17
    • Without effect of UDAY - Surplus of Rs. 198.01 crore
    • With effect of UDAY - Deficit of Rs. 8801.99 crore
  • Estimated Fiscal Deficit for 2016-17
    • Without effect of UDAY - Rs. 23014 crore which is 3% of GSDP
    • With effect of UDAY - Rs. 43147.24 crore which is 5.62% of GSDP
  • Estimated total revenue receipts for 2016-17 Rs. 123250.53 crore
  • Estimated own tax revenue for the year 2016-17 Rs. 53300.01 crore against Rs. 45670.01 crore in the 2015-16 RE, which is higher by 16.71%
  • Estimated own tax revenue for 2016-17 as percentage of GSDP is 6.95%
  • Estimated interest payment in 2016-17 is Rs. 17526.63 crore which is 14.22 % of total revenue receipts.
2. Economic Infrastructure Development
  • 2000 kms. of Gramin Gaurav Path and missing links in 2016-17
  • 4303 kms. road construction under PMGSY at the cost of Rs. 1618 crore to connect 1468 habitations with population between 250-350.
  • Completion of 2702 kms. of renewal of non-patchable roads at cost of Rs. 605 crore. Another 2500 kms. of such roads to be taken up in 2016-17 at cost of Rs. 600 crore.
  • Rs. 103 crore 94 lac for improvement in Goverdhan and Brij Chorasi Kos Parikrama route in Bharatpur.
  • Kacha Marg for pilgrims going from Jodhpur to Ramdevra at the cost of Rs. 14 crore 64 lacs.
  • 4 new National Highways declared by GoI this year.
  • Rs. 300 crore to be spent on improvement on national highway roads passing through populated area where national highway has now made a bypass.
  • Rs. 5690 crore provision for PWD which is 21.90% more than RE 2015-16
  • New building of Jodhpur RTO to be constructed at cost of Rs. 9.13 crore, Rs. 120 crore granted to RSRTC for Reformed Linked Programme
  • Bisalpur Jaipur Water Scheme Phase-II to be constructed at cost of Rs. 1945 crore.
  • Rs. 213 crore for Sirohi District water supply through Dam on Battisa Nala to be started.

    • 122 acre green field electronic manufacturing cluster to be setup in Karoli, Alwar.
    • State to give Rs. 66 crore as shared in CETPs upgradation at Balotra, Pali and Jasol.
    • Skill development of 11000 youths in textile.
    • Improvement in single window system. RIPs online portal to be started in all districts.
    • National Institute of Design to be established in Jaipur. State to give 50 acre free land.
    • Provision for Rajasthan Leather Handicraft and Modernisation Scheme increased five times.

    5. Agriculture and Animal Husbandry
    • Rs. 2471 crore relief given to farmers for RABI-2015 hailstorm.
    • Rs. 676.37 crore for new Prime Minister Crop Insurance Scheme.
    • Global Rajasthan Agritech Meet to be organised in 2016.
    • Increase in subsidy for Drip, Sprinkler, Mini Sprinkler and Shade net to 50% and 70% for different categories of farmers.
    • Centre of Excellence in Organic farming at FTI Jhalawar.
    • Rs. 7205 crore to be given a subsidy to DISCOMs for subsidised power to farmers.
    • e-Mandi portal for online sale of produce.
    • 1000 new animal health sub-centres. Construction cost of Rs. 80 crore and recurring Rs. 20 crore.
    • New Bhamashah Animal Insurance Scheme with 50 to 70% subsidy for premium amount payment for different category of Pashupalak.
    • Rajasthan Water Sector Livelihood improvement project to be implemented in 24 districts at cost of Rs. 3461 crore.
    • Rajasthan Water Sector Restructuring Project for desert area to be implemented in 8 districts at cost of Rs. 3264 crore.
    • PARWAN project to be executed at cost of Rs. 4824 crore to benefit Kota, Baran and Jhalawar districts. Provision of Rs. 700 crore next year.
    • Rs. 128 crore to be spend in next 8 years for hydrological information system

    6. Human Resource and Social Development
    • Expansive social security network developed through PMISY, PMJY, Bhamashah Medical Insurance Scheme, PM Crop Insurance Scheme and new Animal Insurance Scheme.
    • Increase in mess allowance of SJED, TAD, Minorities Hostels to Rs. 2000 per month per student.
    • Increase in gift amount for widow remarriage to Rs. 30000.
    • Running of two 280 capacity residential schools in Barmer from next year Rs. 4.44 crore.

    • 37 towns to benefit from RUIDP Phase-IV project for sewerage, drainage etc. -Total cost Rs. 4200 crore
    • Provision of Rs. 73 crore in 2016-17 for completing ongoing sewerages works in 7 towns.
    • Wi-fi facility to be expanded in selected public areas in Jaipur
    • Provision of Rs. 15378 crore for Panchayati Raj and Rural Development

    9. Tax Proposals in Budget 2016-17
    • VAT exemptions for solar torches, biomass stoves, kerosene lamps, hurricane lanterns, kerosene wick stoves, kerosene pressure stoves, sugarcane, sattu, marble articles costing up to Rs 1,000, sewing needles, safety matches and camphor, among others. 
    • Instead of multiple forms, a single unified online form for registration and return for all the taxes.
    • SBI e-pay Gateway is now linked to e-GRAS (Government Receipt Accounting System) by which payment can be made through 35 banks instead of 8 banks earlier.
    • Items made by prisoners in jails were also exempted from VAT, while it was reduced from 5.5 per cent to 2 per cent on all types of yarn. 
    • Reduction in VAT from 14.5 per cent to 5.5 per cent on all types of plastic goods, pickles, measuring tape, carpets, electric switchgears, SD cards, memory cards, pen drives and health fitness equipments. 
    • VAT of 5.5 per cent on semi-stitched garments, 5.5 per cent on guar gum and guar gum powder, 15 per cent increase on all types of cigarettes, increase of 2 per cent in luxury tax on all hotels, except heritage hotels of basic and classic categories having a tariff of more than Rs 10,000. 
    • DLC rates of agriculture, residential and commercial lands unchanged for the next financial year.

    जननी शिशु सुरक्षा योजना, राजस्थान

    जननी शिशु सुरक्षा योजना, राजस्थान:
    • केंद्र सरकार की जननी शिशु सुरक्षा योजना की शुरूआत 1 जून, 2011 को हरियाणा राज्य के मेवात जिले में श्रीमती सोनिया गांधी के द्वारा की गई।
    • राजस्थान सरकार द्वारा प्रदेश में मातृ एवं शिशु मृत्यु दर में कमी लाने की दिशा में राजस्थान सरकार ने भी 12 सितम्बर, 2011 से केन्द्र सरकार की जननी सुरक्षा योजना को राजस्थान सरकार ने पूर्ण तैयारी के साथ ‘राजस्थान जननी-शिशु सुरक्षा योजना‘ के रूप में प्रारम्भ की गई है।
    • जननी शिशु सुरक्षा कार्यक्रम के अन्तर्गत गर्भवती महिलाओं को संस्थागत प्रसव, सिजेरियन ऑपरेशन द्वारा प्रसव, दवाइयां व अन्य उपयोग में आने वाली सामग्री, लैब जाँच सुविधाएं, गर्म भोजन, रक्त सुविधा व परिवहन की सुविधाएं निःशुल्क प्रदान की जा रही है। यह सभी सेवाएं यूजर चार्जेज मुक्त होगी।
    • इसके अतिरिक्त बीमार नवजात शिशुओं के लिये (30 दिवस तक) ईलाज, दवाइयां व अन्य उपयोग में आने वाली सामग्री, लैब जाँच सुविधा, रक्त सुविधा एवं परिवहन सुविधाएं निःशुल्क प्रदान की जा रही है। इससे संस्थागत प्रसव 71 प्रतिशत से बढ़कर 81 प्रतिशत हो गया है।
    • सभी प्रसूताओं एवं बीमार नवजात शिशुओं (शिशु को 30 दिवस तक) को सरकारी चिकित्सा संस्थाओं में सेवाऐं निःशुल्क उपलब्ध।
    • योजना के अन्तर्गत ग्रामीण क्षेत्र की महिलाओं को 1400 रूपये एवं शहरी क्षेत्र की महिलाओं को 1000 रूपये की प्रोत्साहन राशि का भुगतान भी किया जा रहा है।

    Mukhyamantri Jal Swavlamban Abhiyan from 13 December 2015

    State Cabinet in its meeting on Tuesday gave approval to Rajasthan Startup Policy – 2015 and New Policies for MSMEs and Bio-Technology. Decision was taken to start ‘Mukhyamantri Jal Swavlamban Abhiyan’ from 13 December, 2015. The Cabinet Meeting was presided over by Chief Minister Smt. Vasundhara Raje. Talking to media persons after the meeting Social Justic & Empowerment Minister Shri Arun Chaturvedi informed that the new Rajasthan Startup Policy- 2015 has been prepared to promote students and institutional incubation centres having innovative ideas. Target has been set to establish 50 incubator organizations in next five years, to incubate 500 new startups, raising fund of Rs. 500 crore through angel and venture capital and development of one lakh square feet incubation space and to develop innovation based culture in the state.
    Shri Chaturvedi informed that the new policy for Micro, Small & Medium Enterprises-2015 has many provision including facilitation centres to establish new industries, MSME clusters, Khadi, handloom and handicraft development, cheaper loan, assistance for startups to new entrepreneurs, to provide marketing to products, quality improvement and for rehabilitation of sick industries. The cabinet also cleared Rajasthan Sick Micro & Small Enterprises (Revival and Rehabilitation) Scheme, 2015. The new scheme has been brought for those sick Micro & Small Industries which have been given revival package. Provision has been made for various concessions for public and enterprises.

    NITI Aayog

    NITI Aayog ( नीति आयोग) or National Institution for Transforming India Aayog is a policy think-tank of Government of India that replaces Planning Commission and aims to involve the states in economic policy-making in India. It will be providing strategic and technical advice to the central and the state governments i.e. by adopting bottom-up approach rather than traditional top-down approach as in planning commission. The Prime Minister heads the Aayog as its chairperson While the Planning Commission had no representation for State and Union territories, the NITI Aayog has. Union Government of India had announced formation of NITI Aayog on 1 January 2015. The first meeting of NITI Aayog was held on 8 February 2015.

    India to build world's largest solar power plant in Rajasthan

    India to build World's Largest 'Ultra- Mega Green Solar Power Project' near Sambhar Lake, 75 km from Jaipur in Rajasthan which will generate 4,000 MW from sunlight. The power plant, which will spread across 23,000 acres of land, will be world's largest solar energy project when completed.  Minister of Heavy Industries and Public Enterprises (MHIPE) Praful Patel had asked the state department to initiate the process of setting up the 'Sambhar Ultra -Mega Green Solar Power Project' near the lake. On Friday, MHIPE announced that the total capacity of the power plant, when completed, will cross 4000 MW. "When the project is fully commissioned, it will generate 6000 million units of power per annum. The project will supply power to the distribution companies of various States through the National Grid," the ministry said.
    Transmission utility Power Grid will develop the project, with estimated investment of R30,000 crore in partnership with BHEL, Satluj Jal Vidyut Nigam, Hindustan Salt and Solar Energy Corporation, sources close to the development told FE.  The land will come from over 20,000 acres in possession of Hindustan Salt near the Sambhar lake, which is India’s largest saline lake and source of most of Rajasthan’s salt. Most of this land is unused and uninhabitable and considered ideal for solar projects as the area also gets good intensity sunlight throughout the year. The project is part of Jawaharlal Nehru National Solar Mission which was launched by Prime Minister Manmohan Singh in 2010. The mission has an ambitious target of deploying 20,000 MW of grid connected solar power by 2022.

    Food Security Bill Highlights 2013

    Food Security Bill passed in Lok Sabha today after minor amendment from UPA. The amendments moved by MPs Gurudas Das Gupta and Sampath were defeated. Samajwadi Party chief Mulayam Singh Yadav contended that the bill was being brought with an eye on elections and said it should be kept in abeyance till Chief Ministers are consulted as it would put additional burden on states. The ambitious bill was adopted by the House through a voice vote after a combined discussion on the measure and a statutory resolution seeking to disapprove the ordinance promulgated on July 5. Over 300 amendments moved by the opposition were rejected. The bill is a pet welfare legislation of Congress president Sonia Gandhi, who was taken ill during the eight hours long debate and was rushed to the All India Institute of Medical Sciences (AIIMS) here for observation. The bill, a part of the Congress election manifesto of 2009, is widely expected to be a game-changer for the ruling party as it prepares for the 2014 general election. 
    Food Security Bill, 2013 Highlights:
    Coverage of two thirds population to get highly susidized foodgrains
    Upto 75% of the rural population and upto 50% of the urban population will have uniform entitlement of 5 kg foodgrains per month at highly subsidized prices of Rs. 3, Rs. 2, Rs. 1 per kg. for rice, wheat, coarse grains respectively . It will entitle about two thirds of our 1.2 billion population to subsidised foodgrains under the Targeted Public Distribution System (TPDS.
    Poorest of the poor continue to get 35 kg per householdThe poorest of poor households would continue to receive 35 Kg foodgrains per household per month under Antyodaya  Anna Yajna  at subsidized prices of Rs 3, Rs 2 and Rs 1. It is also proposed to protect the existing allocation of foodgrains to the States/Uts, subject to it being restricted to average annual offtake during last three years. Children aged six months to 14 years would get take-home ration or hot cooked food.
    Eligible households to be identified by the StatesCorresponding to the coverage of 75% rural and 50 % of urban population at all India level, State wise coverage will be determined by the Central Government. The work of identification of eligible households is left to the States/UTs, which may frame their own criteria or use Social Economic and Caste Census data, if they so desire.
    Women Empowerment-- Eldest women will be Head of the householdEldest woman of eighteen years of age or above will be head of the household for issue of ration card, and if not available, the eldest male member is to be the head of the household.
    Grievance redressal mechanism at district levelThere will be state and district level redressal mechanism with designated officers.  The States will be allowed to use the existing machinery for District Grievance Redressal Officer (DGRO), State Food Commission, if they so desire, to save expenditure on establishment of new redressal set up. Redressal mechanism may also include call centers, helpline etc.
    Social audits and vigilance committees to ensure transparency and accountabilityProvisions have also been made for disclosure of records relating to PDS, social audits and setting up of Vigilance Committees in order to ensure transparency and accountability. The central government also would provide money to states and union territories if it runs low on grain.
    Penalty for non complianceThe Bill provides for penalty to be imposed on public servants or authority, if found guilty of failing to comply with the relief recommended by the District Grievance Redressal Officer (DGRO).
    ExpenditureAt the proposed coverage of entitlement, total estimated annual foodgrains requirement is 612.3 lakh tons and corresponding estimated food subsidy for 2013-14 costs is about  Rs.1,24,724 crore.
